这里有个表达, taking offce, 表示"上任, 就职". 与此相反的是stood down, 离职.

这里的 central to the transfer of power 指的并不是"以xxx为中心", 而是作为前面的 The loser’s concession 的补足语. 否则, center 应该使用现在分词形式.
